No surety bond in Texas

Called Secretary of State. Three CAs DO NOT have bond, therefore they cannot use collection procedures or collect in Texas. Does this include reporting to CRAs? I am correct that collection without bond is violation of Texas Debt Collection Act AND Texas Deceptive Practices Act?
