I suggest you do a refi with cash out loan. You can pay off your non-mortgage debts thru the loan, as well as getting extra cash for home improvements. It sounds like you will be well qualified since your home has appreciated in value and your existing lien paid down. The rate you get will depend heavily on your credit profile and score. I currently work with a direct lender.
