Overlimt Fees

I have a credit card with a $3000 limit, I became unempleyed and had to use the credit card to live off. Credit card is now closed by the bank, I have been woking my as off the last two years to get the pricipal down. But what keeps happening is their interest keeps putting me over limit usually by only a few dollars, but then they charge me an overlimit fee.
This feels shady to me that their interest puts me overlimit and they can now charge a late fee, it seems to me that is intentionally creating a situation where a person will never be able to pay of the principal especially if all they can manage is the minimum, and I wonder if they can legally do this, I have been trying to find out for weeks now and just keep getting referd to credit counceling services, been there done that got ripped off.
