That's a common practice. We recieved such a letter of settlement from Choice Visa (citigroup), the deal was pay half of the debt and it would be recorded as paid in full and collections would stop.
Collections stopped alright...from the first collection agency that we settled with...then they sold it to another CA and we faxed copies of everything so they sent it on to another CA. It has never come off the credit report.
My recommendation to anyone recieving such an offer, dont bother, it won't change anything, your better off to let your seven years pass.
