Does the Inquiry have to remain

Here's a question- A CA makes a hard inquiry, sends a letter, and after receiving a dispute letter writes back that the account is being sent back to the OC since no documentation exists. Does the CA have to remove the hard inquiry or will the inquiry remain for the two years?
