Were the back taxes included in your Ch 13 Plan ? I'm assuming they were. If that is the case, then no, the tax lien should NOT have been placed while you were in bankruptcy. It would violate the stay - even the IRS has to honor the BK code ! You might want to talk to a lawyer about getting that lien removed as invalid while under BK protection.
