Credit abuse

I have had this card for nore than 10 years while i was going to school, due to my good management, they sent me a letter that my credit willincrease to $5000.00. When my account gets to $4800.00, they slashed 5200.00 out of the credit limit. Now i'm paying an over limit balance of $898.00. When the account was 460.00 over the limit, they asked me to pay the money within two weeks or in two payments with the option to bring my account current, I did, the next month, they charged me another $460.00... At this time, i'm only making minimum payment of $125.00, but the O/L amount keeps on going up. I ordered them to close the account with the hope to bring down the interst rates and finance charges, that was the worst thing to do. Which court handles credit card abuse???
