Credit Card Companies are International.The international banking laws give them legal rights to transfer accounts to affilliated banks in foreign Countries.

You obviously have a passport or visa to travel, and although you may THINK they won't "know" your new address,unless you are going to change your name, SS # and/or other id data,you will likely be located fairly easily.

Some foreign Countries have NO debtor protection against collection activities, so I have NO idea what kind of problems you will have. You might wish to reconsider your strategy.
