If they have not VALIDATED (which I hope you meant and not verification), then the collection letter is a violation of the FDCPA. There is not set time limit for them to produce validation, but they MUST cease collection until they HAVE validated.

This is far different from Overshadowing. Overshadowing pertains to language in collection letters that 'overshadows' your right to request validation or dispute the debt.
