They cannot 'legally' make you pay this debt, ever.

However, they can and will bug and pester you all they please until you take some action on your own.

I used to have many of those scumlords call me years back, but it got to the point where I would tell them things like, I'd been in jail and couldn't pay, I was still unemployed, the debt wasn't mine, etc. The last time one of them called me was last Christmas when I was home visiting my dad. I guess they still thought I was living with my dad (I'm 26). I told them I was on vacation and that I didn't even live in this country any more and that I would never, ever pay one dime on this stupid debt. They got all personal and asked what country I was living in, told them Colombia. I haven't heard from any since, and my dad hasn't complained about them calling for me either.

I believe you just have to be very adamant with them. YOU take control of the situation. Cuss them out. Yell at them. Say very loudly "LOOK (insert expletive here), I'm not paying this, it isn't mine.... and hang up on them. They will realize that you are uncollectable and move on to the next poor sap who doesn't know he doesn't have to pay a decade old debt.
