2 collections for same bill help

I owed us bank 1,600 dollars went to collections I have been paying money to a triadvantage collection agency for a few months and just setteled the bill,
how ever now one capitol managment says I owe them
1,600 for the us bank account, he says that hes been tring to call me for over a year yet wont leave my wife the number,and of course she wont give them my work number,finnally they left her a number to call today,they say its imposible for two places to have this debt.capitol also refuses to call the other collector to take care of this what do I do now???
also is that illegal?
