Military tactics well serve to demolish the enemy. NCO is the enemy. Cold War tactics specifically remedy these termites, excising them from your life.
The Oriental approach is withdraw as your enemy makes incursions, pull back when he threatens all the while gathering intelligence - taping, collecting documents in preparation for the first and final counterstrike.
As you note, why rattle the cage of this foul breathed boil-covered beast? Lie quietly on the bottom, wait for the opportune moment. Let them re-age your account, obtain your credit report with no permissible purpose. They'll violate a slew of laws before they come a calling. This is good. They hang themselves, sparing you the trouble. If and when they strike that's when you turn the key and launch the final strike using their own stupid avaricious behavior as best evidence.
Meantime, let dog doot lie where it stands. Stepping on them now will smell up your home, stain the carpets. Best to let this dog plop make its first move, the better for you to squash it, scraping it from the recesses of your life.
