dumb question on Gift certificates

I've read the law on the gift certificates in CA and how they don't expire, but the one clause i don't understand is the clause on how "certificates used for food" don't count. What do they mean? Does it mean if i have a gift certificate for ruby's diner, and it has an experation date it will expire? or does it never expire? PLEASE HELP!
