Old Credit Card Debt haunting me

I've been reading the forum and would like to ask a couple of questions. Thank you in advance. I just recieved a notice from a CA offering a "settlement" for $200 less than the balance due on an an old credit card account. The account has been delinquent since 1999. I live in Washington State and from what I understand (which isn't much)the creditor can file suit for up to 3 years according to the SOL. As far as I know they have not filed suit or a aquired a judgement.
How would I know if there has been a judgement?
Can they garnish my wages without filing a suit or obtaining a judgement?
Should I dispute the charges and send them the SOL from your web page or do I have any chance of fighting this at all?
