Overwhelming CC Debt

Okay,here is my problem. I am about $1800 in debt with credit cards. I haven't paid any of them for several months now. I can't do it. I have a mortgage and utilities to pay (single). I was in a debt consolidation program for the top 3 cc debt but dropped out after 3 months because there was nothing left for me to live on. Here are the debts: chase visa ($3500) universal mc ($5500), discover ($5500), walmart ($1000), exxon ($600), sams ($700). A couple of others that are under $500 total. The top three are the ones I am depressed about. The smaller ones I could pay a little everytime I get a tax refund. I get calls at home and at work, I don't answer. This has been going on for months. I don't want to talk to them because I can't pay. My sister told me to just send a cease and desist letter but what next after that? I get letters from lawyers offices and bill collectors. I am thinking about filing for bankruptcy but haven't decided. The only way to pay the top three is if I can pay each about $20 a month and we all know that won't work. Will they come knocking on my door demanding money or can they take my house (I'm in Texas) or garnish my wages? I need some help because I am terribly depressed.
