can BOGUS attorneys send debts to collection??

I filed bankruptcy this past year. The deal with my attorney was to pay a flat fee and that was it. We paid it, and the bankruptcy was dishcarged. End of story--so we thought...This attorney has caused a a SIGNIFICANT amount amount of money, other than the 1200 we had to pay to file. We ended up having to surrend our income tax return, but he didn't tell us until months after we had already received AND spent it!!! So, we are still making payments for that. PLUS he keeps sending us bills and its up to 350 now, however he wont accept our calls or anything!! We received a letter a few weeks ago, and he is threatening to turn the debt over to collection. CAN HE DO THAT?!?!!?!?!?!? I dont think thats fair AT ALL for him to keep just charging for whatever he feels like, not accept our calls or explain, and turn us to collection for it.
