Is this Re-Aging a debt? and what to do?

I noticed on my credit report that a debt is listed twice. Once with the original creditor ( the SOL is up 3/04) and then it is on again with a collection agency which never contacted me........I figured out it was the same because of the amount owed.....and the collection agency has added fees which double the amt owed.
The collection agency has the account as opened in 12/02 and closed charged off in 1/03.
My last payment to the original creditor was in 3/98.
So my question is.....can it be on twice? Should i request validation from the collection agency even though i never heard from them? should i dispute the reports witht CRA? what to do? Oh and it went 30 days late first in 10/97 does that mean the 7 years for reporting it is up 10/03? Thanks!
