It starts with the first delinquecy, so it wouldn't actually begin until you were 30 days late with a payment. So, if your last payment was Jan 15, and the next one was due on Feb 15 and you didn't pay it, and then never paid again, the SOL would begin on 2/16 since by 2/16 it becomes delinquent.
