Can I open a bank account if I owe a bank?

I had a lovely roommate who used a lot of my money to placate his boyfriend and eventually cost me $15,000 in car loans (which the car was, of course, repoed). One of his delinquencies is that he overdrafted my CharterOne bank account in 2002 (NY) by $2.72 and didn't tell me. This ended up to me accumulating $292 in charges from the bank, they would charge $29.40 every four days and never told me they were until they closed the account. Now I'm living on my own and want to own a bank account but I still owe CharterOne this money. Is there anyway I can still open one?
