Collecting on a reposession

Hi,
I'm hoping someone can help me. In 1999 we had our car reposessed. We tried negotiating with the credit union before the reposession happened (the car was consolidated with another loan and we wanted to break the car out of the loan and sell it) but it didn't work. Now it has been a little over 4 years and we have heard NOTHING from the credit company. Just today some strange guy called trying to collect the debt we owe to them. He didn't say who he was working for or anything. He claimed that he knew we owned property and they would collect. Can you tell me what action they can take (we no longer owen property having sold it last year). We are both in school full time living mostly on student loans. Can they garnish the small amount of money we do make a year?
