You can negotiate a lower amount. This is done all the time. The prevailing party would rather have a lump sum- smaller amount- than possibly nothing or getting it in bits and pieces through wage garnishment.

Basic rule of finance:

Money today is worth more than money tomorrow.

IF you negoitate a smaller amount, make sure that part of the agreement is that they file the settlement agreement with the court and close the case completely.

In the last six months I have read many completed case files and found that many of them had settlements for lesser amounts than what had been won in the judgment. Keep in mind that most of these accounts were purchased for pennies on the dollar, so they are still way ahead of the game.

You can either pay the court directly (most likely if you have a lien against something you own) or you can pay the other party directly.
