You're going to have a next to impossible time trying to get a 4 year old judgment vacated and your grandfather's money back. TN gives you a year to appeal a judgment, and this one's 4 years old.

The SOL defenese would have been good had he gone to court in 1999, its a lost cause at this point.

You can try a lawyer, but I don't think you'll have much luck. The CA enforced the judgment and levied his bank account - nothing illegal in that.

The ONLY chance he MIGHT have in getting it back is to file bankruptcy. Any money collected in this manner MAY be recoverable it if happens within the 90 days prior to filing. A BK lawyer could give you the odds on that happening.
