You did not say if this was a legitimate debt of his, or not.

If you think there was some fraud involved with the "neighbor friend" misusing his credit, or not paying his bills and stealing his funds, then yes, there MAY be a way of recovering by filing an appropriate police report and having a lawyer from social services or dept. of elderly affairs help.

In addition, if this WAS his debt, and if a judgment WAS obtained, and the funds that were seized were social security funds, and therefore exempt, it is also possible that a lawyer from legal aid can petition the Court for a repayment.
