It depends on state laws and statutes as to what they can do. If NV has consumer regulations that state that an accident related judgment without insurance can result in suspension of drivers license or holding the drivers license, then he is out of luck. The only way to get his drivers license back is to pay it or go bankrupt.
Getting his drivers license back is a two part process.
Bankruptcy will take care of any debts leading to judgments. So if your friend files for bankruptcy, he can include the debt leading to judgment, the suit in the bankruptcy.
After the bankruptcy is discharged, he will then have to move to have the judgment vacated on the grounds that the debt has been discharged in bankruptcy. After that, he will then be able to force them to release his drivers license.
