former employer reports disputed bonus

A friend's former employer asked her to return a pro-rata share of a bounus payment from 1 year ago. employer had no written policy regarding such repayment but billed friend anyway. Friend wrote a letter back disputing the 'debt'. Employer has now reported a 'disputed' debt making it impossible for her to buy a house. First, is this a consumer debt that can be reported? Second, what can she do? The employer would lose in court attempting to collect so why can they kill her credit on an unenforceable 'debt?'
