It has been placed back with the OC, who will either file suit or negotiate a settlement with you.(although they usually only do that once, and you had your chance)

You have no "complaint" that I can see, the CA had the debt assigned to them, they tried to collect and said (truthfully) that you were subject to legal action.

I suggest you contact Citibank and find out who you need to deal with now, before they file suit.
