I know you asked for WHYCHAT but can I tell you how I did it? I had a car that was paid off. My bank took the title held the car as collateral. I took the money and settled with debt collectors. I then took my income tax return. Placed it in a certificate of deposit. My bank held the money and gave me the loan for the amount I deposited. I then paid the bank back. They released the CD and I had that money to pay the rest of my bills. It took me 4 years but I did it and my credit rating today is great.
