If he was ordered to pay as part of your divorce agreement, then you can go to court and ask the court to make him pay. They are not allowed to call you on your cell phone. You can tell them not to call you at work or your neighbors. As you have already seen, talking to them is like having a conversation with a rock. They do not listen - and can not understand. So, stop talking to them. Send them a letter and tell them to only communicate with you by letter.
