Don't know about your state, but here in TN, it seems the house owes the utilities, not the occupants. For example, if you buy a house that the electricity is cut off and the bill is unpaid, the electric co will not hook up the house until that bill is paid, regardless of age, or who incurred the bill. Is it your gas bill or someone else's?
