The account can be assigned and/or sold before or after a judgment is rendered.
If you want to find out if the CA was assigned the account or if the account was purchased, you need to ask for the assignment document and/or sale document separately. You may ask for this or anything by filing Post Judgment Interrogatories. If they used an attorney then you would send the Interrogatories to the attorney for the Plaintiffl If this is a Judgment as you say then a copy of this may be in your file at the Court house. If the OC is the only one reporting on this account, then I believe they still own this account and have not signed away their rights. The OC may have in house collections.
What ever you decide to do, don't pay anything until you know if the CA has taken this account under assignment or if they purchased the account.
I do not know about your states wage garnishment laws or how they would apply in your situation. In my opinion, when you are wanting information about Statutes, you should consult an attorney and not just rely on the literal reading of the Statute, because they don't always mean what you think they say.
