"buying" a credit card? confused plz plz help

I have over the past 2 years been working on cleaning up my credit which has collections and a judgment on it. I now have a secured credit card that i pay faithfully on time. The other day i recieved a call from Superior Bank and i was told i was guaranteed a mastercard with a 2000 dollar limit with no annual fees all that was required to recieve my card was a one time fee of 299.00. I really would like an unsecured card to show on my credit has anyone else had these offers or are they just a way to get a desperate persons money. Any comments would be very helpful
