Any creditor, gas company or anyone else, has the option of refusing additional service to you if you have defaulted before.
It is POSSIBLE that your State utility authority has some provision that will allow you to obtain new service with a security deposit, without paying off the old bill.

By the way, any advice about "using someone elses name" should be considered as suggesting you commit fraud, and the person who has posted it has NO RIGHT to suggest an illegal act on this forum.
