No, "validation" is NOT dispute.
You can send them the dispute/validaion/cease and desist letter,and file a complaint with the Ca. AG office and the FTC.

I doubt thaey will try to reinsert, however,if they do you have a very good chance of winning a lawsuit against any CRA that reinserts.

I believe there are several class action cases going against RMA,e-mail the Ca. lawyer linked on the bottom of my Ca page, she would know.
