I have always sent certified mail with return reciept requested. for Certified mail you should use PS Form 3800, it is a small green and white form with a long number on it similar to 7001 0321 0004 5835 5721. (for example)

go to www.usps.com at the top of the page click on track and confirm. will take you to page where you can enter the long number and get the results about status. At least you can find that much out. You only get a signature for delivery if you combine it with PS form 3811 this is the one that the customer must sign and the post office will send back to you. However your long tracking number on the Certified mail piece will let you know if it was delivered or not or at least it always has for me.
