She was sure she must have paid it, didn't have the receipts from that far back, even went to the bank to try and get a copy of the check.

The bank wouldn't let her search through the microfish, they said it would cost her $20 for every hour it took for them to look for it PLUS $3 for every year back. She would have had to pay the bank over a hundred dollars in search fees, so she ended up just paying the electric bill (again).

Moral of the story: They're all in it together.
