How and where to report identity theft? (Cell phone)

Good Morning oh wise ones, Can anyone provide some direction here? My friend tried to get a cell phone from Cingular and was told that he already had six and they had all been written off. Someone used his name and ss but an address in a totally different city. Funny part is that he does not have good credit, so it is amazing that someone was able to get six cell phones on his name. He has reported to Cingular- but needs to follow up.
Any suggestions on where to start. (We already requested credit reports and will dispute there.) Thank you all.
