collection agency and teenage daughter

well first off the bank let my 16 yr old open up a checking account with her, income tax check well the money didn't last long and she had bad checks the bank paid them and now are wanting the money they money was paid back and now I collection agency is calling telling me and asking for my 16 yr old because the matter wasn't paid, and he can't talk to me about her account, she can't do nothing with out my signature but he can't talk to me about her bill It was paid I have cancelled check , and told him that i was paid, and he can't talk to my daughter at all now he is calling the school where she is a student at they don't let her talk to him but gives her messages.
how do I get this to stop and how do they go after a minor? been only 16 yrs old and I didn't sign for her to have the checking account the ca called my sister in law to get my phone number so how is that all legal
any help is greatly appericated
