Scumbag CA !! First, because she is a minor the CA CAN talk to you about the debt, that is NOT prohibited whatsoever. If you have proof the debt was paid, in full, to the bank then send the scum CA a cease and desist letter. I'd try calling the bank and get them to call of their collection dogs since it has been paid in full. Minors can NOT enter into binding contracts, the bank screwed up if they did so w/o you as a co-signer on the account. The CA calling all over is also violations of the FDCPA. As long as they have her proper contact information calling anyone else is not allowed. In your letter to the CA, add that since your daughter is a minor, you will file charges against the CA for harrassing a minor - perhaps stalking if the jerk doesn't stop. Call the cops, find out what they could be charged with and add that to your letter. Send any letter certified, RRR and keep copies of everything.
