CA will not validate full debt

I have a CA that will not validate the full debt. I asked for validation and they sent me a copy of the agreeement for the cell phone. I never received a letter from the cell phone company on the bill and now UFS is sending me letters. I have asked twice already to verify the debt, but they have not verified any charges on their part. Is this legal? Can I sue? I am pretty sure it is their collection fee as every letter they send they up the price by about $12.
