CA will not validate full debt and can they charge interest or fees?

I have sent two requests for validation (both CRRR) and the CA will not validate the complete debt. The first letter resulted in them sending the contract with my signature (a cell phone agreement). When I asked them to account for the remainder of the debt they refused and stated they have validate the debt twice already (which is bs). What do I do now about the validation and can they charge me interest fees or a collection fee. I never received a bill from the OC and the debt has only been assigned to the CA. I live in California. Thanks.
