Credit Line Increase Fee - Refund Possible???

Hi All.
I have a Providian Visa card.
My previous credit line was $3100 before I agree to pay for a fee for my credit line increase. (Which increase to $4500)
I have that credit line for about 2 years. Now Providian reduce my credit line less than the previous line ($3000) without my request.
I wonder if I entitle to a refund or something. Since there're fee involved in increasing the credit line.
Can this be treat as a breach of contract or something?
I don't know about the legal stuff. Thanks.
