Letter addressed c/o my Mother

Yesterday, my mother got a letter addressed -
"Jane Doe"
c/o Mrs X Doe & Mr Y Doe
She wasn't paying too much attention, saw her name & opened it.I am 40 years old, and don't live with them!
It was from "US Receivables Service Inc.", original creditor First USA, last payment was 9/99 - in Pa.,
Can they do this? Thank You for any help!
