cant get car registered

hello
I live in LA and I finance a car in VA, they told me when i got back to LA to have it registerd, when i came back to La i tried to have it registerd and the mv told me I needed a bill of sale, VA did not give me a bill of sale they only gave me a contract, they told me they didnt do bill of sales, so i could'nt get the car registerd and i did'nt have another vehicle so i kept driving that one, the temp tag was due and i had no tags but i had to have transportation,so i got ticket after ticket, the car was taken so i had to pay to get out of the pound, so i stop paying notes. I still have the car but i cant use it, I have no title or registration. What can i do.
