Judgment on CR

This credit report has a default judgment on it by the ca. The judgment was placed in 1999. The cardholder just find out about the judgment a week ago. Cardholder lives in Pa. If the ch does nothing and the ca does nothing, what can the ch do to get this judgment off the cr. Last payment to the oc was November 1999.
