This account is not a CC, but a agreeement with a third party cell phone provider (one of those you see in the mall). I was never given a bill by the provider for my early cancelation and then I get this bill from a CA. They sent me the copy of the agreement, but no where does it state interest or I agreeing to collection dues. It just talks about compensation to the third party for early termination.
