when the bill collectors don't take out the money....

I live in KS and the last time I paid on this bill was March of 2002. It was Cross Country Bank.
I made arrangements with the collection agency they hired (Nations Recovery) to withdraw $200 from my savings for 4 months. They didn't take the money out the 1st month. The 2nd month, I admit, I forgot and didn't have the money in the bank when they withdrew the money but when they called to advise me of the lack of funds, we made arrangements for them to take it out the following day, they did not. The 3rd and 4th months, they took out.
Now, they are calling me even though, I have asked them to correspond with me through the mail. I can no longer pay them $200 right away like I could previously. I would like to make payment arrangements with them but I am afraid, they will bully me into letting them withdraw the money from my bank account again.
Do I have any rights since they didn't take out the 1st month's arrangement and the 2nd one after we agreed for them to take it again after I messed up?
