Interest on medical collections????

I challenged a CA who was charging interest on a medical bill and this interest is killing me on trying to pay off the accounts (they have five combined for different dates of service). They are choosing to put my payments onto smaller accounts and leaving a very large one to just mount up in interest - the interest on the large one is cancelling out the smaller ones as they get paid off as interest is higher than the smaller bills were!!! They sent me a state statute that says "on money loaned" interest of 12% is legal in WA. My question is when was money loaned or a "forebearance of goods." this was medical care!!! Is interest legal???
