Can CA charge interests or fees on accounts?

Is it legal for a CA to chrage interest or a collection on an account? The account is a cell phone agreement and a contract to pay a certain amount if you terminate early. I never received a statement from the Cell Phone company and the first I heard about it was from the CA. I have sent two cease and desist letters CRRR and they both were signed by them. They sent me a copy of the contract, but they are not accounting for any fees they are charging or interest. Everytime they send me a bill, it goes up a few dollars. I stated that they need to account for the entire amount and they refused saying they have validated the debt. I am in California and no where in the contract they sent me does it state that I am liable for interest or collection fees. Also, it does not appear on my Transunion Credit Report. What to do?
