If your state or the agreement you signed allows for it, then yes they could. Some CA's do, some don't.

A cell phone bill is not very hard to validate. They just call the OC and get every call you have made with that phone.

Are they still attempting to collect the debt after your C&D? It would be best if you had a collection letter from them showing a date after the C&D signature on your CRRR. If you have something like that, then you have something. I would take them to court for violations to Sec. 809 (b), Sec. 805 (c) Sec. 807 (10), Sec. 808 (1).
The last Section deals specifically with what you were asking about. You will have to serve their Registered Agent before it gets their attention though.
