I made a Promise to the CA

The CA called for payment of a telephone charge I have that is under $100.00, I made a promise to pay $20.00 next month. I'm on a extremely tight budget, out of work and trying to make ends meets with just a small amount from unemployment payments. What can the CA do, if I only send $5.00, and this is a bit much for me to pay, can the CA file a judgment if I only send $5.00 a month?
